California Department of Justice (BCIIS) Live Scan Requests

The California Department of Justice foresees SB 509 generating approximately 20,000 Live Scan requests statewide in the next few months. This rule by the California Health Benefit Exchange (HBEX) relates to the fingerprinting and criminal history requirements for specified employees, prospective employees, contractors, subcontractors, volunteers, or vendors of HBEX. The adoption of these regulations shall be deemed to be an emergency and necessary for the immediate preservation of the public peace, health and safety, or general welfare.

Senate Bill 509 (DOJ Fingerprint Images & Criminal History Information)

Senate Bill 509 authorizes the implementation of the Health Benefits Exchange Board in California. This Senate Bill SB 509 requires the board to submit to the Department of Justice fingerprint images and related information of employees, prospective employees, contractors, subcontractors, volunteers, or vendors whose duties include or would include access to specified information for the purposes of obtaining prescribed criminal history information.
